Executive Team

Jeff Labrum, CPA, is the Chief Operating Officer for the University of Utah, a role he assumed on November 1, 2023. As COO and member of the executive team, he works closely with the president, CFO, and two senior vice presidents to oversee the execution of achieving the overall goals and vision for the university.
Jeff directly oversees Auxiliary Services, Office of Facilities and Project Design and Construction, Campus planning, and the Real Estate Administration Office. He also serves as the president’s liaison for Athletics and the University of Utah Growth Capital Partners Foundation.
Jeff brings more than 25 years of private sector industry experience as a finance and operations executive. He began his career at the accounting firm KPMG and spent years at Magnesium Corporation in a variety of roles and responsibilities including driving spin off’s of business units and the recapitalization of the business. Most recently, he founded his second startup company, Lingotek, Inc., a SaaS enterprise translation software platform and sold the company in January 2021 subsequently joining the acquirer Straker Group (ASX:STG) as its U.S. general manager. He joined the University of Utah in 2023 as a special advisor to the president before assuming his current role.
Jeff is a certified public accountant and a two-time University of Utah graduate, with a BA in accounting and an MBA.

Over twenty-five years of experience in higher education in auxiliary services and customer service, with focus on budgeting, financial management, operations, and facilities. Jenn has been the Associate Vice President of Auxiliary Services since October 2022.
Jenn has a Bachelor of Science in Psychology, a Bachelor of Science in Anthropology, and a Master's degree in public administration, all from the University of Utah.

Jim brings decades of experience in facilities management and construction. Jim was the Director of the Division of Facilities Construction & Managment (DFCM) for the State of Utah for over 18 years. He joined the University of Utah in March 2024.

Ravneet Chadha joined the University of Utah as Chief Real Data Officer in 2025 after 16 years at the University of Arizona. He has years of expertise in program management, systems integration methodology, Higher Education Reporting and Analytics. Ravneet is considered a respected team leader with experience in delivering large-scale applications and reporting capabilities within the University setting.
Ravneet is bridging the gap between IT, Operations and Academic Affairs at the University of Utah, fulfilling President Randall's technology vision.

John Creer joined the University of Utah’s Real Estate as Chief Real Estate Officer in 2022 and as a member of President Taylor Randall’s Bold Transition Team. University leaders are preparing an updated strategic plan to guide the next decade of growing enrollment, cutting-edge research, and community service. University leadership has announced plans to engage in Salt Lake County’s west-side neighborhoods and a $57 million Herriman campus shared with Salt Lake Community College. John’s responsibilities include real estate development, asset management, and master planning on behalf of the university.
John started his real estate career in Salt Lake City and has nearly 30 years of experience in commercial real estate development and management for private and public projects. As Vice President of Real Estate Development, he led Arizona State University’s real estate office from 2013 to 2022. Overseeing five innovation districts in the Phoenix Valley, including a biomedical campus, Omni Hotel, conference center, and mixed-use development during his time with ASU. Before Arizona State, he worked with the Trammel Crow Company, co-managing the Los Angeles Unified School District’s $28 billion capital program and developing a $3.5 billion master plan for public and charter schools and a K-12 teacher housing project.

Brett is a leader, manager and strategist with 20 years of experience in the health care sector driving business growth and scalability to help for-profit and not-for-profit organizations achieve their business objectives. He became Chief Strategy Officer in May of 2024.
Brett has a Bachelor of Science in Accounting and a MPA in Organizational Change and Design from the University of Utah, as well as an MBA from Harvard, and a Doctor of Education in Higher Education Administration from the University of Pennsylvania.

David Ellison joined the University's Operational Excellence team in 2025. David has more than 20 years of experience teaching, designing and leading development programs for executives and managers in critical areas such as strategy, marketing, innovation, new product development, supply chain management and organizational decision making. Previously at Bain and Company since 2008.
David received a PhD in business economics from Harvard University as well as an MS in industrial engineering and a BA in international relations Stanford University.

Stephen Hess joined the University of Utah in 2000 as the Associate Vice President for Information Technology. He served as the CIO from May 2017.
Stephen has a PhD in Education Leadership Technology from the University of Utah.

Keith Squires was appointed as Chief Safety Officer at the University of Utah, his mission is to ensure a safe and secure environment through strategic public safety leadership. Expertise in law enforcement and public safety operations is central to his role, where he oversees multiple divisions, including University Police, U Health Security, Emergency Management, Campus Security, and Emergency Communications. The safety of everyone in our campus community is his top priority, and he is committed to fostering a collaborative culture of safety.
